05 June, 2014: A state programme to install indoor plumbing in Virginia homes where there is none could potentially represent a boost in the client base of companies such as HMS Plumbing.
According to a report from a local news source, the programme in question has a budget of $4 million, and aims to install indoor plumbing in the 0.4% of Virginian homes that still do not have this luxury.
Simply titled “The Indoor Plumbing Rehabilitation Programme”, this scheme is run by the Virginia Department of Housing and Community Development. The money that makes up the budget is distributed across six regional sub-recipients, in the form of subsidised loans; these recipients then have the duty to use the funding to install indoor plumbing in rural and underprivileged towns and counties across their area of influence.
According to sources close to the Department, the lack of indoor plumbing is a problem that affects roughly 13.000 of the estimated three million or so occupied housing units in Virginia. Particularly affected areas, where this programme has mostly been put into practice, include Northern Neck, Southside and the Eastern Shore.
This programme is just one of the many the Virginia Department of Housing and Community Development puts into practice each year, with a view to helping rural areas and underdeveloped counties and neighbourhoods. Other initiatives encompassed by the government-funded $115 million (£68 million) a year budget include temporary assistance with paying rent or making down-payments, mortgage counselling and removal or renewal of derelict structures.
Despite making do with these amounts, the Department are hoping their budget will be significantly expanded in the upcoming year — good news for local companies like HMS Plumbing. The entity also has its eye on a new contract, currently being managed by a firm in Alabama, which would subsidize rent for low-income families in Virginia and raise the Department’s budget to $280 million (£166.5 million, approximately.)
